Disparity Study overview

The Port Authority of New York and New Jersey is conducting an MWBE and AC/DBE Disparity Study designed to determine the level of Minority and Women-owned Business Enterprise (MWBE) and Airport Concessions/Disadvantaged Business Enterprises (AC/DBE) participation on contracts awarded by Port Authority and its contractors. The Study will assess policies and procedures regarding MWBEs and AC/DBE participation. In addition, recommendations will be offered to increase MWBE and AC/DBE participation and utilization in contracting opportunities.

Port Authority has contracted Mason Tillman Associates, Ltd., an Oakland, California-based national expert in conducting disparity studies, to perform the Study. The Study will examine prime contract awards in the construction, architectural and engineering, and goods and services industries from January 1, 2010, to December 31, 2014. To determine whether there is a disparity in the engagement of ready, willing and able MWBEs to perform on Port Authority contracts, Mason Tillman Associates, Ltd. will analyze public contract records, identify enterprises doing business in the Port Authority’s market area, and collect anecdotal accounts from MWBE, non-MWBE, AC/DBE, and non-AC/DBE business owners in the Port Authority’s market area.

The Study is scheduled to be completed in Spring 2017. A successful study requires the involvement of businesses that are willing and able to perform public contracts. Mason Tillman Associates, Ltd. and its partners will interview business owners concerning their experiences contracting with the Port Authority.
