Eleanor Mason Ramsey, Ph.D. is President of Mason Tillman Associates, Ltd. located in Oakland, California. She earned her doctorate in anthropology from the University of California at Berkeley and her baccalaureate in psychology from Hunter College in New York City, New York. In 1978, she founded Mason Tillman Associates, Ltd., a nationally recognized leader in the area of local business program development, contract compliance, and local business program evaluation. Mason Tillman Associates, Ltd. employs public policy analysts, communication specialists, statisticians, and attorneys to study, advise and monitor its clients’ affirmative action policies, programs, and practices and their social marketing programs.

Dr. Ramsey champions Minority and Women-Owned Business Enterprises and fosters their development in the increasingly challenging arena of contracting. Her pioneering work in affirmative action public policy has resulted in greater access to public contracts for Minority and Women-Owned Business Enterprises, regulated corporations, educational institutions, and government agencies nationwide.

Under Dr. Ramsey’s leadership, Mason Tillman Associates, Ltd. has used disparity studies to design legally defensible Minority and Women-Owned Business Enterprise contracting programs for more than one hundred state and local governments and educational institutions nationwide. Dr. Ramsey was instrumental in developing Croson study methodologies, including the creation of statistical models to account for prime and subcontract disparity. She set a national standard for oral history methodology as a valid and reliable means of collecting the experiences of companies in a jurisdiction’s market area. This work has resulted in the successful completion of more than 2,000 interviews with business owners and agency staff.

Dr. Ramsey has been honored with numerous national awards and commendations for her trail-blazing work in this area, including the U.S. Environmental Protection Agency Director’s Award, the Leadership America Signature Award, the National Association of Women Business Owners Public Policy Advocate of the Year Award, and the National League of Cities Cultural Diversity Award, to name only a few.

With more than twenty years of experience advising clients at the local, regional, state, and national levels, Dr. Ramsey is a gifted and visionary leader, who is trusted by her clients to astutely assess their affirmative action programs. In terms of achievement and reputation, she has no rivals in the field of public policy research and social marketing.

Allura Scott, Esq., Assistant Project Manager, earned a Juris Doctor from Howard University and a bachelor’s degree from California State University, Dominguez Hills. She is a member of the California State Bar. Ms. Scott has extensive experience in public policy analysis and development. Her legal training provides her with the foundation for sound policy analysis and formulation. Ms. Scott has managed multiple state, county, and city disparity studies and leads the anecdotal process by collecting and analyzing anecdotal accounts, writing the anecdotal chapter, and formulating race and gender-conscious and race and gender-neutral program recommendations.

Ms. Scott has been an assistant project manager on disparity studies for the Massachusetts Department of Transportation, Illinois Department of Transportation, Illinois Toll Highway Authority, City of Jacksonville, District of Davenport, City of Milwaukee, Commonwealth of Pennsylvania, Tennessee Department of Transportation, Illinois Department of Transportation, and Clayton County, Georgia. Ms. Scott has extensive experience in case law as well as public policy analysis, formulation, and implementation. She is an expert at assisting clients in navigating the legislative process to formulate and pass legislation based on study results.
